    • The U.S. Court of Federal Claims July 30 ruled in favor of a Meadows Collier client that a retroactive Treasury regulation requiring reduction of a partner's outside basis for contingent obligations transferred to a partnership is invalid, because it does not satisfy any of the exceptions to the statutory bar on retroactive application of regulations under tax code Section 7805(b).  Read the opinion
